Appears pub's not owned by UPZS, so being open doesn't matter.

Yes I was wrong about the opening of the PUB. I had to wait 18 long months for the PUB to open. Vowler kept misleading people about the opening date.
My guess is Kevin and his Mother had to finance the opening hence the delays.
