As far as real estate is concerned you are correct about people with foresight often, (not always) do buy up land early. But that wasn't my point, if a refinery is needed?, early is over, someone else would now be buying the land who could afford the property.

Now to go back to you point it is possible that hanks has more foresight than the big boys but since this is now common knowledge that a refinery may be built the big boys have had time to digest this and still haven't moved yet? Is it possible that they are still all "asleep at the switch"? - yes, however it becomes less likely every day.

Does hanks have zero chance at building a refinery? - no. Is it 95% chance? No. - The problem is that we are putting money in something that in reality has a slim chance, while many say it is basically a done deal or has an excellent chance of succeeding which is not true.

I do believe that if he succeeds, he is a genius who really really accomplished way more than most will ever understand, including me. He still has a monumental task ahead of him to bring this to fruition even if he actually buys the land.
