Again it can't be "underway" until they disclose...AND their financial reports satisfy Colorado Law provisions to affect a shareholder distribution in the form of a buyback.
"Buyback" narratives in the penny world are one of the most often used and abused stories. They rarely if ever actually happen...but they can be effective at pumping a stock since most penny "investors" don't really understand the legal and practical reality of their implementation.
