none of us know for certain (unless you're an insider) if Watt will send a payment or not.
As I've said over and over again, he will either NOT suspend the payment, or he will suspend the payment, and then Trump will either a.) fire him and remove the suspension thru the courts or b.) keep his mouth shut and effectively contradict Mnuchins opinion that the payments should continue.
This isn't fortune telling...these are the only possible outcomes.

It is my firm believe that Trump and Mnuchin will never do anything to help GSE shareholders. Based on that belief, only harm could come to us if Watt were to be fired. Watt is, at least, vocal about his disapproval of the NWS. Therefore, I am in favor of keeping Watt in place. If Watt were replaced, it would be by a "yes" man who would probably team up with Mnuchin and Corker to end the GSEs.
That wouldn't be good for longs at all.
