Dropping the O/S that low would in itself limit access more, as Roche then has no reason to offer shares to expand business model. He would limit liquidity in your model as no one would sell. 250M O/S is perfect for uplist.

Also, currently whether retail dumping or MM shorting, getting this trading more actively will reduce volativity as it will trend again, IMO.
