ANYONE who has worked in Manhattan around new construction or building renovation work knows NYC laws regarding asbestos/ asbestos removal are tough. I worked on a 3-floor renovation project in NYC, and when the asbestos removal contractor failed to build the correct shelter for his workers and failed to provide them with the proper protective equipment, we (the corp) were fined and I had to go downtown to represent the corp. Of course, any fine levied against us would be passed on to the vendor. Fortunately, the City inspector who issued the fine did not show up for the hearing - the case was dismissed. (we later learned the City inspector took a job with that asbestos removal corp).
BTW, most of the asbestos removal techs did not speak English, and I often wondered if they were properly trained.

Some volunteer rescuers from this area said that they were unaware of the dangers and would have worn protective equipment had they been notified.
