Very true and frustrating.

Many times on Level Two it takes 100,000 shares to get an MM off the ASK that shows 10,000 share.

Actually, in addition to "depth" at a given MM like you point out, each of them also could have MORE shares than what shows on L2 - they are not required to show the full amount available at the price they are showing.
