The OTCQB was created by the for profit company OTC Markets - OTCM isn't a exchange - OTCQB is just a tier created to help pump Penny stocks.

Only noobie investors still fall for the uplisting nonsense.

OTCM recently changed the OTCQB requirements - now alternative filers or non-SEC filers can be listed as OTCQB.

I suggest you read the requirements.
