they do not deny ticker and name change reguests. what you are quoting is referring to split and dividend requests.

If you read FINRA rule 6490 section D 3.2 states, The Department shall make such difficency determinations solely on the basis of one or more of the following factors.....and 2) states, "the issuer is not current in its reporting requirements." Therefore, until DOLV files its consolidated financials publicly, FINRA will give DOLV a difficency notice and no new ticker will be given until DOLV meets basic financial transparency requirements. No fins = no new ticker...sorry.
