From my understanding, the minority ownership is only in the initial 10,000 BPD refinery unit, not the entire refinery/production.

In other words, when the unit is built to 50,000 BPD, MMEX will own 100% of the 40,000 BPD built after the initial 10,000 BPD and have minority ownership in the initial 10,000BPD unit.
