Company says that is not true. They did not increase the OS, so we will have to wait and see who is right. I am betting on the company, since the TA didn't know they were no longer domiciled in Delaware.

I'm thinking the offering and sale of securities was the remaining stock, which put it at 2B o/s.
That chunk prolly went to one entity. That would keep the float the same... All IMHO.
