I keep seeing that financials must be released before the ticker change, and then I read that ticker change will come before financials. Which one is it??? I'm still learning OTC markets and how they operate.

DOLV has no choice if they want FINRA and the DTC to green light a RM and approve the new ticker. As part of the process, FINRA rule 6490 requires the company to be up to date with its financial filing requirements. See Deficiency determination 3) and there you'll see that if a company is not current with its financial filings, it's deemed deficient and a new ticker won't be approved. So if DOLV wants this deal to happen, they better fulfill the basic listing requirements that both FINRA and the DTC require. This has absolutely nothing to do with me owning shares or not. The company needs to get its financials filed soon or DOLV longs are gonna have a long wait until they get any approval. Why do so many not believe FINRA or DTC requirements when these rules are published, not by me, but by FINRA. Instead folks are gonna believe nonsense from DOLV promoters who are totally misinformed?
