Why file it now? Because DDCC management is clueless and grasping at straws.

Filing a Form 15 will not help them in any way. The SEC will still revoke the stock, as the crime has already been committed. They can not fix the filing delinquencies any more than a bank robber can give back all the money after he is caught robbing the bank and go on his merry way to rob again. That is why the SEC suspends and revokes - it prevents the management from committing the same violations against their shareholders and the market again.
