I agree with your thoughts about what the PRs have suggested, but also keep in mind that we don't know how the initial 500 million share reduction has affected the float. From what I've observed in the filings, the float has only increased about 60 million shares, despite the O/S being raised over 1 billion shares.

We know that 260M shares will not reenter the market within the next year, as required by the SEC.

As far as what's a considerable float, the market will definitely decide what they feel is valuable. When the float was assumed to be roughly 1 billion on the last run, the stock ran to .0008. So I'm pretty sure if it's confirmed to be anywhere in that range, this will explode once again and much faster and harder than before.
