I just called FINRA now they transferred me to Operations Number you can call them too then press #1 for Symbol Changes Dept:

I asked the lady about DOLV if there was a set time since symbol change was applied to when it gets changed she told me to check on their website for daily changes. So I asked again if there was a set time and process or how does it work. She said I quote "it's random and different times and approval process for each company" I thanked her and said goodbye.
