Even just a PR stating that they are thinking about reducing with a buy back, along with timelines and amounts in place would be HUGE.

In reality though, a share buyback should only happen if a company has excess cash to spend. 5B can be absorbed by investors (it would only take 1 whale investor at these prices). They need to focus on bringing in revenue and products to market to make this company attractive to that whale.
