thats probably not that big of a deal since everybody is growing the stuff, but he can also do management, contract with someone to has a production lab and line set up to make all his products he wants with NSAV labeling on on them... people do this everyday, all around the country, ..design a product, using someone elses production lines and setup, give them the formula that you want followed, and then provide labeling, and set up shipment instructions, and wholaaa, easily made products, shipped wherever the customer wants, but no hassles with farming and product lines and employees... i am not saying this is his dream, but it is an option..

He (or his Chinese horse) has no intention to "grow" or even handle MJ. If he has a business plan - and that's debatable - it seems it would be to track and monitor distribution of other's production of MJ/hemp. MJ is legal and becoming more so every election cycle, however at this point it's just coming out of the gate. When it begins to flourish, and it will, it will be highly, highly regulated by every tier of gov't - they'll all want their cut - thus the need for every single seed to be accounted for during every step of the process. Less an MJ grower than an MJ accountant. It's very early in an embryonic industry and entrepreneurs and wannabes are looking for entry into any end of the business, not only because it may well be lucrative but also because it's "cool". I'm betting - and that's precisely what it is, a bet - that this will be one that will move forward. I believe this because of the Chinese Telecom connection, which may or may not be viable, and because of the move to a more open business environment in Delaware and the amount of activity since March.
