That March news is older news than Mike's April 18th blog where he stated

Currently, U.S. Stem Cell, Inc. is ..... actively working with the FDA to quickly and effectively fulfill requests for supplementary materials.

Therefore the FDA RMAT decision date could easily be out to June 18+
