Perpetual motion machines are fanciful, fictional devices that violate the laws of physics (conservation of energy), by generating more energy than is used.

So while SWET's not really a perpetual motion machine, its premise is just as nonsensical. That it can generate more energy from falling water, than the energy required to pump the water to the top of the tower. There are additional energy losses, such as the friction in the turbines, energy running the facility.
