That would be strictly up to the FDA. The official FDA Regulators running each FDA Clinical Trial report only to the FDA.

As for $ELTP, they have no say in the matter and their only function is to (1) Pay all the costs and (2) Provide SequestOx-II (reformulated SequestOx™)
