The SEC's position is that the delinquency alone is enough to revoke the stock. As your example of MANW proved, they can't fix what is already done. It is just like a burglar that is caught leaving the scene of the crime with the stolen goods. Putting them back once he is caught isn't going to reverse the crime. Same applies here.
