On page 139 (p. 153 of 430 in the .pdf file), second column on the left:

The Administration’s February 2011 white paper outlined a commitment to wind down the GSEs, facilitate the return of private capital to the housing market, and work with the Congress to reform the larger housing finance system.

The Obama administration did publicly commit to wind down the GSEs and reiterated it in this 2015 budget.
