Several actually.

1) it is the law
2) Hype value
3) So they can dump thier shares easier.

From what I have researched, I believe that you are correct in saying that the Kenya deal will be first as they seem to be ready to go and to obtain the technology have only to sign and pay the licensing fee. However, They will no doubt benefit in the research being done currently for the AZ site which is process and should be completed soon. The fact that SWET has several patents with regards the production of electricity in this way is awesome in that we as stock holders will benefit (IMO) greatly.

Requirement to obtaining a patent: The patent law specifies that the subject matter must be “useful.” The term “useful” in this connection refers to the condition that the subject matter has a useful purpose and also includes operativeness, that is, a machine which will not operate to perform the intended purpose would not be called useful, and therefore would not be granted a patent.
