I actually didn't say that at all. I said he either has no idea what he's doing or he knows what he's doing and knows it is shady, but plans to do it anyway. That's a completely different comment. And it was meant as a reference to the only two logical possibilities that reflect his lack of answering.

Then the question becomes...WHY WAIT? It's not like Congress can stop them. lol. No, that just makes no sense. If they had a plan, they could disclose it even with Congress's disapproval.

I might also add that if you are correct and the above statement is true, Mnuchin could go to jail for 5 years if Congress finds out he had a plan and didn't disclose it.
