The 13G filing would be as a percentage of outstanding shares. So you should be able to divide to determine the total outstanding shares as of the filing.
I'm not particularly familiar with NTRP, but based on this: https://fintel.io/fg/us/ntrp/CommonSharesOutstanding it appears that there was a recent reverse split. This would mean that there will probably be a significant number of filings that report pre r/s share counts.
