Stephen Chu the largest shareholder has proposed some of those options to the BOD ie lease ships, build up value thru rev & earnings first, get better financing deals after that , avoid toxic financiers, then when value is build up thru higher PPS then do secondary offerings to supplement bank financings etc.
he proposed a lot of shareholder sponsored resolutions to the BOD
but management is the BOD and they control all decisions at the moment
