Very safe buy at these levels, one would speculate a RS. But in this case it's been officially stated that there will be no RS until 2018 at least only with shareholders approval. I usually don't buy this low for those reasons. It wasn't a tweet, or grapevine chatter, no RS was confirmed by official press release.
