"Always" is an incorrect perception! They've filed NTs 4 times since 2014 and only missed the delayed filing date once (5 days after due date missed).

They filed a NT the following times in the last couple of years:

1Q 2017
4Q 2016 (missed delayed filing deadline)
10K 2015
1Q 2015

It might be a coincidence or a planned release timed to coincide with Display Week. HOWEVER, it appears to be nothing more than a screw up on QUANTUMSPHERE, INC. part. as pointed out by Kurt.
