There is NO desire for RS.. stated by CEO. I'm not sure why people are looking so deeply into these words like someone is plotting against them. They won't say "There will never be an RS" because I'm pretty sure you can't legally say that. And if the stock was at .20-.50 and they decided to do an RS to get the price into dollars to get on Nasdaq, they could get sued for saying there will "never be an RS"
