The saying has a military, government, federal feel to it. Being a Navy veteran that served alongside Marines, we took this saying as "ready to go" or "good to go" or "prepared for upcoming events"... For ground combat theater it would correlate to your weapon loaded with mag and ready for combat. I take this saying to mean, they have the tools needed to be a combatant for cyber security. Hope this helps. Just thought I'd chime in.
