From the private DD I've uncovered it could be due to entering the marijuana sector. They may be moving to a MJ regulated state. Although Louisiana is working on passing legalization right now (and I am actually well informed with this area) they may be attempting quicker action by moving states setting up and then moving back once things are lined up through legislation.
