Everything Hanks has done is based on some type of contingency.
Then Hanks starts pumping out the press releases - he can keep noobie investors going for several years by dangling new carrots - with stch stuff as - there has been a delay in the permits - the Investment bankers need more information....
The list is almost endless with excuses as to why the project hasn't started.
