This is not true. There is no such law for this. Regulations define the level of validation needed for certain processes. The more critical the process, the more detailed the validation protocol. Once validated, the processes and tools used for the verification of parts can happen anywhere - in house or not - as long as it is done with a agency approved process (validated to Reg code).
