dedicated12 depends on your broker. I have Schwab and I can sell the securities even though the shares are not in my account by checking off a box that says I will deliver the certificates within 3 days. After I enter the sell, I usually get a call from a broker confirming that I do have the certs, they are not restricted and I will deliver them to Schwab within 3 days.

Once I sell the shares I go to my local Schwab office and endorse the certs over to them and they immediately enter the shares in my account.

So I have no problems with certs.
