The 23,300,000 shares outstanding already, I would presume. (Their soon to be issued replacement shares.)

PIOE is on the grey market. As I understand, PIOE shares can be bought and sold on that market but will not close until the shares are actually listed. Also, we will never know what kind of trades, if any, were done in that market.

From investopedia:

In gray market trading, while the trade is binding, it cannot be settled until official trading begins. This may cause an unscrupulous party to renege on the trade.

I.e., this is a market every day traders don't even want to think about touching!
