The RS will happen, no doubt about it. And, it's only beneficial for those fortunate enough to not own any shares, wait to buy after the customary 40% or so drop post RS. As for Bailey, he's been running the show for much of the drop and has been there since 2010, so, he's been directly involved with all failure, at a senior level.
