Dig, my take is that brokers wouldn't know KGKG was giving a dividend, the dividend ratio, the pay date, etc unless the transfer agent told them. Some brokers probably told the TA "show me the certification" and other brokers said "fine, send the cert when you can, they're restricted anyway."
