The article was explaining that the real cost of production was higher in most other countries because of those governments using the oil revenue to pay for all the social costs. In the US, the government does not pay for social costs with oil production.

This does matter, because it means the US oil producers cost is very low, so they can produce refined products cheaper than many other countries.

This point is about cheaper oil being able to make cheaper refined products, because in the US, oil revenues in total do not go to supporting the social fabric of our country, unlike Saudi Arabia and most other countries. Does the government of South Africa use oil revenues to support their social costs also? That was the point of the info I posted.
