Why did OTC markets change Bishop to the new CEO on their website? Because he said pretty please?

How can the new CEO bishop sign a letter stating as of Dec 31 2016 when he wasn't even there. At the time James was the CEO and so as the CEO of the company in that time frame ending Dec 2016 he has to sign the document to confirm it and it has to say CEO as it can't come from the toilet cleaner of the company to make those statements. For that document and the information within he is stating it as the CEO which he is in regards to that document time.
