I think there are only two options, release it or not because without FNMA/FMCC, 30-year fixed rate mortgage will disappear.

HERA states that an entity identical to the GSE's will be creating if the GSE's are put into conservstorship and will bind themselves to the existing charter of the GSE's. An exact duplicate. So no, if they are liquidated, the 30 year mortgage will not cease.
