Just my 2 cents:

1) If the company was dumping shares I would thing the share price would decrease as the 16+ million shares hit the market. I think it is just trading on the news

2) no clue but "by the end of the second quarter" for the arb

I'm not saying they're going to dilute, just saying based on past timelines it's due soon, and they usually do it right after a nice move like this. If they don't than I fully expect cvm to test that $.18 again, I think we consolidate there for a bit though letting the 200ma move to around $.20 that's when I expect some news worthy enough to break through which will be a lot of overhead resistance.
Your second question on FDA or Arb, yes I think one of these or some other form of news will be release setting the stage.
