ICBU stated its for up-listing to higher exchange.

Many have said that but only to sell shares.

Very few ever up-list OR get financials audited.

Besides, ICBU said it was happening and in progress.

Is it true or just a tactic.

Not the fact the have no audited financials, problem is the keep putting out press releases that they hired people to do it. Obviously not true.
