I believe it is Arkie, when the head honchos think there will be a sudden increase in share price in the near future they will often file form 144 ahead of the run so they can take advantage of it! I look at it as a crude form of insider information, after all they are the first to know when they are doing well and generating news that will cause the price per share to go up.
