A/S and O/S don't mean much. Just because a company is authorized to issue doesn't mean anything, they haven't been issued yet. The flag is when they do issue & become outstanding, what are they issued for. If they're issued just to raise capital then that's a flag but if they're issued to build, an acquisition or financing or in a form to add value into the company then that's a completely different ball game.
