Banks rarely finance the admin related expenses associated with a project (salaries, permits, etc). They do finance costs of building the project. Just because Hank chose to use a toxic lender doesn't mean he cannot get other financing.

I agree with your point of the lender winning either way. However lending institutions do not like to be out cash, as that cash could be used to generate income in the present.

Time will tell :-D
