About 10 years ago the SEC did lock up a number of CEOs in pennyland. They don't have the manpower to do everything, and sometimes I think they either don't care, or are crooks too.
No one cares anymore. A number of years ago I got a hold of the FBI and told them that someone came to me impersonating an FBI agent. They thanked me for letting them know, then dropped it and did nothing.
