Darbes, whether or not Intel's layoffs will make them more competitive with AMD depends on a lot of factors which won't be known for a while. First we have to see the details of the layoffs. Then we have to watch for news analysis over the next couple of years to see how the company's reorganization efforts work (or not). Layoffs are necessary for Intel to increase competitiveness but it is certainly no guarentee.
