Here's what I predict:

PR - the build out plans are going great, we just need to find the land.

Next one - oh, now we have to have to wait to get approval to use the land.

Next one - oh, wait just a month more, we are waiting on committee approval.

Next one - ok we got approval..But now they have to approve our equipment.

Next wait - oh, we have to wait till spring now...Bad weather for equipment.

Next one - oh wait just a bit more, my dog ate my homework.
