Respectfully, this was talked about last year around this same time of the month or so regarding the shares of BLDV that are held in cert form.
A huge chunk of BLDV shares held in cert form is by a financing company that had done a deal with the old BLDV management (three managements ago). After that financing company got in trouble, totally unrelated to BLDV some years back, the SEC ruled to not ever allow that financing company to deposit those shares. Since that financing company getting in trouble with the SEC, the SEC banned that financing company from being able to deposit any shares of a public company that they owned which includes not being authorized to deposit their BLDV shares either.
The old management and the new management both have tried to get those shares back, but were unsuccessful even though they can't be deposited. The new management tried to get them back to retire them.
