Have no idea how anyone could imagine that number. For a small refinery this size, they'd be lucky to profit $4-5 per barrel. That's well under $100m a year.

Of course, that's assuming the refinery ever gets off the ground. If one uses Hanks' dismal track record as an indication of the likelihood of success of the venture, the prospects quickly become mighty weak.
